PowerTrack® Program
Part of the Transportation Payment Reengineering effort, Navy PowerTrack® is an Internet-based transportation payment system provided by US Bank. PowerTrack® allows Department of Navy (DON) Transportation Officers (TOs) to:
- Collaboratively store shipment, catalog, buyers, sellers, and pricing information
- Electronically submit invoices
- Access automated review of each invoice before payment is made
- Collaboratively resolve invoice exceptions
- Make electronic payments and receive credits
- Automatically link payments and receipts to G/L systems
- Gain real time visibility to operations, logistics and financial information
The Defense Finance and Accounting Service (DFAS) has oversight of the DoD’s transportation program. It is responsible for DoD-level policy, program metrics and automated system implementation progress.
The Surface Deployment and Distribution Command (SDDC) (formerly Military Traffic Management Command (MTMC)) has joint responsibility for PowerTrack® use. Also provides information for the Family First program. (Provides global surface deployment command & control and distribution operations to meet National Security objectives in peace and war.)
The Navy Operational Logistic Support Center (NOLSC) serves as the Navy Component Program Manager, supporting the day-to-day operations of the Navy transportation program.
The Department of the Navy Office of Financial Operations (FMO) assists the NOLSC with the financial management aspects of PowerTrack®.
HQMC-RFL serves as the PowerTrack® Program Manager for the Marine Corps supporting the day-to-day operations of the Marine Corps PowerTrack® program. To access the Marine Corps PowerTrack® instruction or for other Marine Corps specific information, contact the local Transportation Officer.
PowerTrack®:
In order to meet the requirements set forth by Management Reform Memorandum # 15, DoD implemented US Bank’s commercial system PowerTrack®. This automated access system allows Transportation Officers (TO) to review their transportation charges online. Once implementation is complete, PowerTrack® will automatically obligate appropriate funds for each shipment and allow TOs to electronically certify their statements for electronic payment. The fully implemented PowerTrack® system will facilitate increased oversight, assist with timely obligations and reduce invoice time-to-payment.To use the Navy PowerTrack®, you must have a User Name and Password with registration available from the PowerTrack® login page. Of note: the PowerTrack® site contains useful training materials for the funds manager PowerTrack® user.
