Civilian Pay
The Office of Financial Operations (FMO) is the Department of the Navy (DON) liaison with the Defense Finance and Accounting Service (DFAS) for the Defense Civilian Pay System (DCPS) and related civilian pay issues. Employees with a personal pay problem should contact their timekeeper and/or Customer Service Representative (CSR) for resolution. If necessary, CSRs know how to contact the DFAS payroll office or the appropriate DON personnel office on the employee’s behalf. FMO serves on Advisory Boards that approve system changes to the civilian pay and personnel systems. FMO is a voting member on the Office of the Secretary of Defense Personnel and Pay Council, the pay system Configuration Control Board (CCB), and the Office of the Secretary of Defense Personnel and Pay Working Group.
