Office of Financial Operations (FMO) Overview
The Office of Financial Operations (FMO), under the Assistant Secretary of the Navy, Financial Management and Comptroller, acts on behalf of the Department of the Navy (DON) and is responsible for financial and accounting matters.
FMO leads financial programs and activities that are designed to improve the way the DON does business and support the warfighter.
As Department of Defense directives and policies are set for financial efficiency, effectiveness, and transparency, FMO reports on financial data, as well as develops and manages accounting and finance related programs to help Commands comply with the Department of Defense (DoD) requirements.
FMO History
The Department of the Navy Office of Financial Operations was formally established in 1995, and was created to be comparable to the Army/Air Force Financial Management Organizations, established by the Goldwater-Nichols Reorganization Act in 1986. While FMO was initially an all-government organization, in 2001 it transitioned to a "Competitive Sourcing" pilot , using contractor support to provide:

- Greater Efficiency
Today, FMO is engaged in in fundamentally transforming the DON's Business thought processes in the following focus areas:
- People (Understanding/Awareness/Training)
- Processes (Standardized/Documented/Controlled)
- Systems (Standardized/Mondernized/Compliant)
The FMO Logo
The colors, structure, and design of the FMO logo leverage the FMO brand to work together to influence the successful promotion and positioning of FMO. FMO’s logo complements the FMO mission and vision statements.
- The bold font of “FMO” indicates that the organization is: 1) the fiscal steward of the DON and 2) provides guidance to support the warfighter through financial accountability.
- The blue and gold colors portray the traditional DON and Assistant Secretary of the Navy Seals.
It is this integration of colors, font, and design that communicates that FMO brand as the responsive advisor and fiscal steward for the DON.
