Pay and Disbursing Operations Branch Overview

The Pay and Disbursing Operation Branch is responsible for managing the following programs:

  • Military Pay (MILPAY)
  • Civilian Pay (CIVPAY)
  • Transportation Incentive Program (TIP)
  • Defense Travel System (DTS)
  • Navy Syncada®

In addition, the Pay and Disbursing Operations Branch is responsible for Disbursing Operations and Joint Basing activities.

Disbursing Clerk 1st Class Gene Tecson holds a keypad for a customer to enter his Navy Cash Card personal identification number.

Military Pay (MILPAY)

The Office of Financial Operations (FMO) is the Department of the Navy (DON) liaison with the Defense Finance and Accounting Service (DFAS) for various Military Pay systems and related Military Pay issues.

FMO serves on senior level Department of Defense (DoD) Advisory Boards that approve system changes to the Military Pay Program Management Offices. FMO also provides subject matter experts to the conferences, working groups, and committees sponsored by Navy Personnel Command (NPC) and DFAS.

Civilian Pay (CIVPAY)

FMO is the DON liaison with DFAS for the Defense Civilian Pay System (DCPS) and related civilian pay issues. FMO serves on Advisory Boards that approve system changes to the civilian pay and personnel systems.

FMO also is a voting member on the Office of the Secretary of Defense Personnel and Pay Council, the pay system CCB and the Office of the Secretary of Defense Personnel and Pay Working Group.

Transportation Incentive Program (TIP)

The Department of the Navy (DON) has implemented the Transportation Incentive Program (TIP) for DON employees to help reduce their daily contribution to traffic congestion and air pollution, as well as expand their commuting alternatives.

Effective April 1, 2011, DON members are eligible for transit benefits up to $230.00 per month (parking fees are not included) for specific pre-approved commuter mass transit transportation costs not to exceed actual expenses.
