Military Pay (MILPAY)
(Active, Reserve, Retired, DON Veterans, Surviving Spouses, Annuitants)
The Office of Financial Operations (FMO) is the Department of the Navy (DON) liaison with the Defense Finance and Accounting Service (DFAS) for various Military Pay systems and related Military Pay issues. Personnel with Military Pay issues should first contact their Personnel and/or Disbursing Officer for resolution.
FMO serves on senior level Department of Defense (DoD) Advisory Boards that approve system changes to the Military Pay Program Management Offices. FMO is a voting member on the Office of the Secretary of Defense Personnel and Pay Council, the Defense pay system Configuration Control Boards (CCBs), and the Office of the Secretary of Defense Personnel and Pay Working Group. FMO also provides subject matter experts to Navy Personnel Command (NPC) and DFAS sponsored Conferences, working groups and committees, working closely with DFAS, NPC, Commander Naval Installations Command (CNIC) PASS Program Management staff, and Fleet pay and personnel representatives. FMO is responsive to the individual member, retiree, former member, families, survivors and annuitants to assist with most pay and compensation questions. As the DoD transitions towards an advanced, integrated pay and personnel system, FMO provides the DON financial management requirements for these Military Pay systems.

Timeliness and Accuracy of Transactions
Delays in the submission of pay transactions represent the leading cause of
incorrect and untimely pay delivery to our Sailors and Marines.
The Secretary of Defense and Secretary of the Navy have a keen interest in delivering
superior payroll support our Sailors and Marines, and have established timeliness goals as
