Financial Institutions

The Military Banking Program ensures qualified banking/financial services are available to all Department of Defense (DoD) personnel, their family members and other authorized customers of the program at domestic and overseas military installations. The program strives to make available a wide range of banking services that are cost-effective to both the government and the individual users of the program.

The DoD Financial Management Regulation (FMR) Volume 5, Chapter 34 (pdf) and DoD Instruction 1000.11 provide procedures governing banks, credit unions and other financial institutions on DoD installations. This policy describes the responsibilities of the Secretary of the Department of Navy.
