DoD and DON Purchase Card Programs

The Department of Defense Purchase Card Program Management Office has oversight of the DoD's purchase card program. It is responsible for DoD-level policy, program metrics and automated system implementation progress.

The Department of the Navy Consolidated Card Program Management Division serves as the Department of the Navy (DON) Component Program Manager, supporting the day-to-day operations of the Navy and Marine Corps purchase card programs.

DON Purchase Card Program

The Department of the Navy (DON) Purchase Card Program is organizationally aligned within the NAVSUP Corporate Operations Directorate. The Purchase Card Program streamlines purchase and payment systems for the Department and provides an automated card management, reconciliation, and payment tool.

Citibank, the DON Purchase Card provider, has developed an electronic access system, CitiDirect, which allows cardholders, billing officials, Agency Program Coordinators and Resource Financial Managers to view and manage their purchase card accounts online. The DON has developed interfaces between CitiDirect and the General Fund accounting and bill paying systems, making electronic purchase card invoice certification and payment possible.
