Civilian Pay (CIVPAY)

The Office of Financial Operations (FMO) is the Department of the Navy (DON) liaison with the Defense Finance and Accounting Service (DFAS) for the Defense Civilian Pay System (DCPS) and related civilian pay issues. Employees with a personal pay problem should contact their timekeeper and/or Customer Service Representative (CSR) for resolution. If necessary, CSRs know how to contact the DFAS payroll office or the appropriate DON personnel office on the employee's behalf. FMO serves on Advisory Boards that approve system changes to the civilian pay and personnel systems. FMO is a voting member on the Office of the Secretary of Defense Personnel and Pay Council, the pay system Configuration Control Board (CCB), and the Office of the Secretary of Defense Personnel and Pay Working Group.

Claims and Statutes of Limitations for Non-negotiated Checks (Title 31, U.S. Code, Section 3702)

Per DoD Instruction 1340.21 (PDF, 65KB), an outdated Treasury check is one presented for payment over one year after the date of issuance. Authority has been delegated to FMO to settle only claims involving uniformed service members' pay, allowances, travel and leave for the DON (USN and USMC). The Office of Personnel Management (OPM) has cognizance over claims involving Federal civilian employees' leave and compensation; the General Services Administration (GSA) over claims involving Federal civilian employee's transportation and relocation expenses incident to transfers of official duty stations; and the Office of Management and Budget (OMB) over claims not otherwise listed.
